Establishment of the Guangdong-Hong Kong-Macao Greater Bay Area Development Office
November 23, 2020 - The Constitutional and Mainland Affairs Bureau (CMAB) announced today the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area Development Office to strengthen the promotion and co-ordination work of the Hong Kong Special Administrative Region (HKSAR) Government on the development of the Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area). Mr Tommy Yuen has taken up the post of Commissioner for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area.

Government further tightens testing and isolation arrangement for crew members of aircraft and other exempted persons
November 21, 2020 - The Hong Kong Special Administrative Region Government today (November 21) announced that testing and isolation arrangement for air crew members and other exempted persons who are exempted from quarantine requirement upon arriving Hong Kong will be tightened with effect from tomorrow (November 22).

Inaugural flights under HK-Singapore Air Travel Bubble deferred for two weeks
November 21, 2020 - The Government of the Hong Kong Special Administrative Region (HKSAR) announced today that in view of the recent epidemic situation in Hong Kong, the Governments of HKSAR and Singapore have decided to defer the inaugural flights under the Hong Kong-Singapore Air Travel Bubble (ATB) for two weeks.

Government further tightens social distancing measures
November 21, 2020 - In view of the development of COVID-19 in Hong Kong, the Government announced today (November 21) that it has gazetted directions and specifications under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F) to further tighten social distancing measures. The above directions will take effect at 0.00am on November 22.

Chief Executive attends APEC Economic Leaders’ Meeting
November 20, 2020 - Hong Kong’s Chief Executive, Mrs Carrie Lam, attended the Asia-Pacific Economic Cooperation (APEC) 2020 Economic Leaders’ Meeting via video conferencing tonight (November 20), where she exchanged views with leaders of the other economies on fighting against COVID-19, boosting the economic recovery and promoting sustainable and inclusive development.

Consumer Price Indices for October 2020
November 20, 2020 - The Census and Statistics Department of the Hong Kong Special Administrative Region Government released today the Consumer Price Index (CPI) figures for October 2020. According to the Composite CPI, overall consumer prices fell marginally by 0.2% in October 2020 over the same month a year earlier. The decrease was smaller than the corresponding decrease (-2.2%) in September 2020 as the effect of the waiver of public housing rentals by Hong Kong Housing Authority in September dissipated in October. Netting out the effects of all Government's one-off relief measures, the year-on-year rate of increase in the Composite CPI (i.e. the underlying inflation rate) in October 2020 was 0.4%, marginally smaller than that in September 2020 (0.5%). The smaller increase in September was mainly due to the smaller increases in private housing rentals and charges for household services.

HKSAR Government strongly condemns the joint statement by the foreign ministers
November 19, 2020 - A spokesman for the Hong Kong Special Administrative Region (HKSAR) Government today firmly opposes and strongly condemns the joint statement by the foreign ministers of Australia, Canada, New Zealand, the United Kingdom and the United States in which deliberate misrepresentation was made regarding the decision by the Standing Committee of the National People’s Congress (NPCSC) on the qualification of members of the Legislative Council (LegCo) of the HKSAR. These comments, irresponsible to the point of malice, are vivid proofs of blatant interference in Hong Kong matters which are squarely internal affairs of the People’s Republic of China (PRC).

Specifications under Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation to be gazetted
November 19, 2020 - In view of the global development and severity of the COVID-19 pandemic situation, the Hong Kong Special Administrative Region Government announced today that it will gazette the specifications under the Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation (Cap. 599H) to include Ecuador and Germany as specified places starting from November 28 to more effectively combat the epidemic. 

Latest amendments to Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation and Prevention and Control of Disease (Prohibition on Group Gathering) Regulation
November 18, 2020 - In view of the development of COVID-19 epidemic situation in Hong Kong, the Hong Kong Special Administrative Region Government will gazette the amendments to the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F) and the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G) today (November 18). The amendments provide the legal framework for the Government to promulgate relevant measures later to restrict group gatherings and strengthen the infection prevention and control in hotels/guesthouses, as well as to enhance the legal power under Cap. 599F and Cap. 599G.

Unemployment and underemployment statistics for August - October 2020
November 17, 2020 - According to the latest labor force statistics (i.e. provisional figures for August - October 2020) released today by the Census and Statistics Department of the Hong Kong Special Administrative Region Government, the seasonally adjusted unemployment rate stood at 6.4% in August - October 2020, same as that in July - September 2020. The underemployment rate also remained unchanged at 3.8% in the two periods.

Government announces further tightening of testing and isolation arrangement for consular and diplomatic officers exempted from compulsory quarantine
November 17, 2020 - The Hong Kong Special Administrative Region Government today (November 17) announced that the testing and isolation arrangements for consular and diplomatic officers who are exempted from quarantine requirement upon arriving Hong Kong will be tightened with effect from tomorrow (November 18).

25th Executives’ Meeting of East Asia-Pacific Central Banks Governors’ Meeting (Part II) held
November 17, 2020 - The second session (see Note 1) of the 25th Executives’ Meeting of East Asia-Pacific Central Banks (EMEAP) (see Note 2) Governors’ Meeting was held via video conference yesterday (November 16) and was participated by Governors of the eleven EMEAP member central banks (Governors), as well as senior representatives from the International Monetary Fund and the Bank for International Settlements. The meeting was hosted by the Chief Executive of the Hong Kong Monetary Authority, Mr Eddie Yue, as this year's Chair of EMEAP Governors' Meetings. 

SCED: Hong Kong keenly interested in joining RCEP
November 16, 2020 - The Secretary for Commerce and Economic Development, Mr Edward Yau, tonight said the signing and launching of the Regional Comprehensive Economic Partnership (RCEP) is an important milestone for economic integration in the region that sends a strong and clear message in support of an open, inclusive and rules-based trade and investment arrangement, and expressed Hong Kong’s strong interest in joining the Partnership.

Convention and Exhibition Industry Subsidy Scheme to fully launch and extend to end of next year
November 15, 2020 - The Hong Kong Special Administrative Region Government announced today that the part of the Convention and Exhibition Industry Subsidy Scheme related to the Hong Kong Trade Development Council (HKTDC) will be launched on November 30, and the entire Subsidy Scheme will be extended to December 31, 2021 in order to encourage more convention and exhibition activities to be held in Hong Kong.

Prevention and Control of Disease (Compulsory Testing for Certain Persons) Regulation gazetted
November 14, 2020 - The Hong Kong Special Administrative Region Government has published the Prevention and Control of Disease (Compulsory Testing for Certain Persons) Regulation (Cap. 599J) in the Gazette today, which provides the legal framework for the Government to require certain categories of persons to undergo COVID-19 testing, and for specified medical practitioners to require symptomatic patients to undergo COVID-19 testing.  The Regulation will commence at 0.00am on November 15.

SFETO co-presents Spotlight on Hong Kong with Hawaii International Film Festival
November 12, 2020 - The Hawaii International Film Festival (HIFF) is partnering with the Hong Kong Economic and Trade Office, San Francisco (SFETO) to present Spotlight on Hong Kong with a special focus on renowned Hong Kong filmmaker Ann Hui at this year's festival. The festival, which is celebrating its 40th anniversary, runs from November 5 to 29 (Hawaii time).

Hong Kong plays vital role as global digital supply-chain services hub
November 12, 2020 - Invest Hong Kong (InvestHK) today released a joint report with KPMG that highlights Hong Kong’s enhanced role as a smart supply-chain services hub, with the city driving digital production through the use of technology tools in the 3D and virtual sampling space. Additionally, with a high concentration of sourcing talent, the city is the ideal regional and global sourcing hub to manage supply chains, and looks set to benefit as a center for professional services, especially in the areas of environmental, social and governance (ESG) matters and sustainability.

Volume and price statistics of external merchandise trade in September 2020
November 12, 2020 - Further to the external merchandise trade statistics in value terms for September 2020 released earlier on, the Census and Statistics Department of the Hong Kong Special Administrative Region Government released today the volume and price statistics of external merchandise trade for that month.

Government launches fifth batch of Silver Bond
November 11, 2020 - The Hong Kong Special Administrative Region  Government announced today (November 11) the launch of a new batch of Silver Bond for subscription by Hong Kong residents aged 65 or above.

Government extends social distancing measures under Prevention and Control of Disease Ordinance
November 11, 2020 - The Hong Kong Special Administrative Region Government will gazette directions and specifications under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F), the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G) and the Prevention and Control of Disease (Wearing of Mask) Regulation (Cap. 599I) today (November 11) to maintain the social distancing measures currently in place. These measures will take effect at 0.00am on November 13 for a period of seven days till November 19.

Government announces “Return2hk - Travel Scheme for Hong Kong Residents returning from Guangdong Province or Macao”
November 11, 2020 - The Hong Kong Special Administrative Government today (November 11) announced the introduction of  “Return2hk – Travel Scheme for Hong Kong Residents returning from Guangdong Province or Macao without being subject to quarantine under the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C)” (Return2hk Scheme). Starting from November 23 (Monday), Hong Kong residents who, upon fulfilment of the conditions specified under sections 12(2) and 12A of the Regulation, including not having been to places other than Hong Kong, Guangdong Province or Macao in the past 14 days, could be exempted from the 14-day compulsory quarantine requirement when they return to Hong Kong under the Return2hk Scheme.

Launch of “LeaveHomeSafe” COVID-19 exposure notification mobile app
November 11, 2020 - The Hong Kong Special Administrative Region Government announced today (November 11) the launch of the “LeaveHomeSafe” COVID-19 exposure notification mobile app. Tapping technology to combat the pandemic, the app aims to encourage the public to keep a more precise record of their whereabouts, minimizing the risk of further transmission of the virus and protect Hong Kong together. The “LeaveHomeSafe”' mobile app will be available for public download from November 16.

Designated flights under HK-Singapore Air Travel Bubble to launch November 22
November 11, 2020 - The Governments of Hong Kong and Singapore today (November 11) announced the detailed arrangements of the bilateral Air Travel Bubble (ATB), with designated flights to be launched on November 22, taking a significant step forward in resuming cross-border air travel between the two places in an orderly manner.

Chief Executive visits Guangzhou and Shenzhen
November 7, 2020 - Hong Kong’s Chief Executive, Mrs Carrie Lam, visited Guangzhou and Shenzhen today to meet with the leaders of Guangdong Province and Shenzhen to discuss how to take forward together the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) development and further co-operation between Hong Kong and Shenzhen. Also joining the meetings were the Secretary for Transport and Housing, Mr Frank Chan Fan; the Secretary for Food and Health, Professor Sophia Chan; the Secretary for Innovation and Technology, Mr Alfred Sit; the Secretary for Constitutional and Mainland Affairs, Mr Erick Tsang Kwok-wai; the Secretary for Financial Services and the Treasury, Mr Christopher Hui; and the Director of the Chief Executive's Office, Mr Chan Kwok-ki. The Secretary for Security, Mr John Lee, attended the meeting with the Shenzhen leaders.

HKSAR Government strongly refutes the US Congressional-Executive Commission on China

Hong Kong’s foreign currency reserves at US$475 billion
November 6, 2020 - The Hong Kong Monetary Authority (HKMA) announced today that the official foreign currency reserve assets of Hong Kong amounted to US$475 billion as at the end of October 2020, compared with US$453.4 billion at end-September 2020.

Hong Kong enterprises to participate in third China International Import Expo
November 4, 2020 - The third China International Import Expo (CIIE) will be held in Shanghai from November 5. In keeping with the epidemic prevention and control, the CIIE and the Hongqiao International Economic Forum Opening Ceremony was held today (November 4) in an integrated online-offline mode. The Secretary for Commerce and Economic Development, Mr Edward Yau, representing the Government of the Hong Kong Special Administrative Region, participated online in the opening ceremony this evening.

Chief Executive meets leaders of Central Government ministries in Beijing
November 4, 2020 - The Chief Executive, Mrs Carrie Lam, today started her visit to Beijing, where she met with the leaders of the Ministry of Commerce, the Ministry of Science and Technology (MOST) and the Civil Aviation Administration of China (CAAC) to discuss measures by the Central Government to support the Hong Kong economy. Specifications under Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travelers) Regulation to be gazetted
November 3, 2020 - In view of the global development and severity of the COVID-19 epidemic situation, the Hong Kong Special Administrative Region Government announced today that it will gazette the specifications under the Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation (Cap. 599H) to include Turkey as a specified place starting from November 13 to more effectively combat the epidemic, and impose conditions based on public health grounds on travelers who have visited any country outside China (excluding very high-risk areas currently specified under Cap. 599H) within 14 days before arrival in Hong Kong starting from November 13, in order to reduce the risk of spreading COVID-19 to household members during home quarantine of imported cases. 

HKMA launches Cybersecurity Fortification Initiative 2.0
November 3, 2020 - The Hong Kong Monetary Authority (HKMA) announced today the launch of an upgraded Cybersecurity Fortification Initiative (CFI) 2.0, following industry consultation.

COVID-19 community testing centers expected to commence service in mid-November
November 3, 2020 - The Hong Kong Special Administrative Region Government is setting up a community testing center in each of the four regions of Hong Kong Island, Kowloon, New Territories East and New Territories West. With good progress being made in planning and preparation, the four community testing centers are expected to commence service in mid-November for an initial period of three months, which may be extended for three months depending on the situation. The preparation work is ongoing, and the Government will implement the program as soon as possible and further announce operational details.

Hong Kong Monetary Authority develops two-year roadmap to promote Regtech adoption
November 3, 2020 - The Hong Kong Monetary Authority (HKMA) has developed a two-year roadmap to promote Regulatory Technology (Regtech) adoption in the Hong Kong banking sector, as laid out in a white paper entitled “Transforming Risk Management and Compliance: Harnessing the Power of Regtech” (White Paper).

Hong Kong Scholarship for Excellence Scheme opens for applications
November 2, 2020 - The Education Bureau of the Hong Kong Special Administrative Region Government today announced that the Hong Kong Scholarship for Excellence Scheme (HKSES) will, from today until January 12, 2021, be open for applications from eligible Hong Kong students who intend to pursue undergraduate or postgraduate studies at world-renowned universities outside Hong Kong starting from the 2021/22 academic year.

Hong Kong Legal Week 2020 launched today
November 2, 2020 - The opening of the Hong Kong Legal Week 2020 was held today the former French Mission Building. Today also marked the opening of the Hong Kong Legal Hub and the official launch of the “Vision 2030 for Rule of Law” (“Vision 2030”). This remarkable event signified an important milestone in the Department of Justice’s work on enhancing Hong Kong’s status as an international legal hub for legal, deal-making and dispute resolution services, as well as promoting and strengthening the rule of law.
