March 31, 2021 - In regard to certain news reports on the implementation of the inspection arrangements for the Companies Register, a spokesman for the Financial Services and the Treasury Bureau today (March 31) responded as follows.

Hong Kong SAR Government responds to US report on human rights
March 31, 2021 - The Hong Kong Special Administrative Region (HKSAR) Government today expressed strong opposition to the comments contained in the United States Department of State's 2020 Country Reports on Human Rights Practices (the Report) relating to the HKSAR.

Eight awards won at International Exhibition of Inventions of Geneva
March 31, 2021 - The Electrical and Mechanical Services Department (EMSD) achieved outstanding and encouraging results at the International Exhibition of Inventions of Geneva, winning four Gold Medals and four Silver Medals. 

Exchange Fund at US$587.4 billion
March 31, 2021 - The Hong Kong Monetary Authority (HKMA) announced today that the total assets of the Exchange Fund amounted to HK$4,581.8 billion (US$587.4 billion) as at February 28, 2021. This is HK$46.9 billion (US$6 billion) higher than that at the end of January 2021. Foreign currency assets increased by HK$43.8 billion (US$5.6 billion) and Hong Kong dollar assets increased by HK$3.1 billion (US$397 million).

Financial results for the 11 months ended February 28, 2021
March 31, 2021 - The Hong Kong Special Administrative Region Government announced today its financial results for the 11 months ended February 28, 2021.

Government announces latest social distancing measures
March 31, 2021 -
The Hong Kong Special Administrative Region Government gazetted the amendments, directions and specifications under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F), the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G) and the Prevention and Control of Disease (Wearing of Mask) Regulation (Cap. 599I) to adjust the social distancing measures appropriately. The arrangement for religious activities will take effect today (March 31). The other social distancing measures will take effect April 1 for a period of 14 days till April 14 (the specified period).

Chief Executive’s statement in response to approval by Standing Committee of National People’s Congress of amended Annex I and Annex II to Basic Law
March 30, 2021 - In response to the approval by the Standing Committee of the National People’s Congress of the amended Annex I to the Basic Law on Method for the Selection of the Chief Executive of the Hong Kong Special Administrative Region and Annex II to the Basic Law on Method for the Formation of the Legislative Council of the Hong Kong Special Administrative Region and its Voting Procedures, the Chief Executive, Mrs Carrie Lam, issued the following statement today (March 30).

Provisional statistics of retail sales for February 2021
March 30, 2021 - The Census and Statistics Department of the Hong Kong Special Administrative Region Government released the latest figures on retail sales today.

Government announces initial investigation results regarding packaging defects of BioNTech vaccine
March 27, 2021 - The Department of Health (DH) of the Hong Kong Special Administrative Region Government had earlier noticed that there was an accumulated number of cases of packaging defects (including loose vial caps, leakages from the vials, etc.) regarding the BioNTech vaccines (batch no. 210102). The DH immediately notified the vaccine supplier (Fosun Industrial Co., Limited (Fosun) and German drug manufacturer BioNTech) and requested for prompt follow-up. At the same time, in view that the supplier has launched an urgent and comprehensive investigation on the packaging defects, the Government agreed to the supplier's recommendation and suspended vaccination of batch 210102 and 210104 of the BioNTech vaccines in Hong Kong for the sake of prudence and as a precautionary measure. The Government today received the initial investigation results from Fosun.

Tourism Commission launches City in Time tourism project
March 25, 2021 - The Tourism Commission today launched the City in Time tourism project, which integrates augmented reality (AR) and multimedia technologies to present perfect combinations of historical panoramas and real-life surroundings. Together with lively animations and special sound effects, the project lets locals and tourists travel through time and enjoy enriched visual and audio experiences with their smartphones.

External merchandise trade statistics for February 2021
March 25, 2021 - The Census and Statistics Department of the Hong Kong Special Administrative Region Government released today (March 25) the external merchandise trade statistics for February 2021. In February 2021, the values of Hong Kong’s total exports and imports of goods both recorded year-on-year increases, at 30.4% and 17.6% respectively.

Smooth arrival of second batch of Sinovac vaccines in Hong Kong
March 25, 2021 - The second batch of about one million doses of the Sinovac vaccine is delivered smoothly to Hong Kong from Beijing this afternoon (March 25). Together with the one million doses delivered to Hong Kong in February, a total of about two million doses of the Sinovac vaccine has arrived in Hong Kong. 

Hong Kong Monetary Authority launches Global Regtech Challenge
March 25, 2021 - The Hong Kong Monetary Authority (HKMA) today launched the “Global Regtech Challenge”, a competition designed to raise the Hong Kong banking industry’s awareness of the potential of Regulatory Technology (Regtech) adoption. The contest is one of the key highlights in the HKMA’s two-year roadmap to promote Regtech adoption in Hong Kong, as laid out in a White Paper entitled “Transforming Risk Management and Compliance: Harnessing the Power of Regtech” published in November 2020.

Innovation and Technology sector briefed on opportunities under National 14th Five-Year Plan
March 24, 2021 - Hong Kong’s Secretary for Innovation and Technology, Mr Alfred Sit, today held two virtual seminars to brief the innovation and technology (I&T) sector on the opportunities brought about by the 14th Five-Year Plan. During the seminars, Mr Sit shared the Hong Kong Special Administrative Region Government’s efforts in promoting I&T and the latest developments of co-operation with the Mainland, and exchanged views on issues of mutual concern with the participants. It is hoped that Hong Kong can be developed into an international I&T hub and integrated into national development with collaboration from various sides. The Permanent Secretary for Innovation and Technology, Ms Annie Choi, also joined the seminars.

Department of Health follows up suspension of BioNTech vaccination
March 24, 2021 - The Department of Health (DH) of the Hong Kong Special Administrative Region Government had an urgent meeting with Fosun Industrial Co., Limited this morning to follow up matters relating to deviations in the packaging material of the BioNTech vaccine. Fosun Pharma and BioNTech have initiated an investigation and promised to report to the DH as early as possible. At this stage, suspension of BioNTech vaccination in Hong Kong will continue temporarily until the investigation is complete.

Suspension of BioNTech vaccination
March 24, 2021 - The Hong Kong Special Administrative Region Government received written notification from Fosun Industrial Co., Limited this morning (March 24) that as notifications of observed deviations in the vial seal of Comirnaty vaccine (BioNTech) product (batch 210102 (Expiry 06/2021)) were received, BioNTech and Fosun Pharma have initiated an investigation to identify the root cause of these packaging issues. For the sake of prudence, the concerned vaccination should be suspended immediately for the time being while investigation is ongoing.

Consumer Price Indices for February 2021
March 22, 2021 - The Census and Statistics Department of the Hong Kong Special Administrative Region Government released today the Consumer Price Index (CPI) figures for February 2021. According to the Composite CPI, overall consumer prices rose by 0.3% in February 2021 over the same month a year earlier, smaller than the corresponding increase (1.9%) in January 2021. The larger increase in January 2021 was attributable to the low base of comparison in January 2020 arising from the Government’s payment of public housing rentals and waiver of two-thirds of rent for tenants of Group B estates by Hong Kong Housing Society in January 2020.

Chief Executive addresses Hong Kong Session of China Development Forum 2021
March 20, 2021 – Hong Kong’s Chief Executive, Mrs Carrie Lam, addressing over 30 invited global business leaders at the Hong Kong Session of China Development Forum 2021 held online tonight (March 20), said she is confident that Hong Kong will thrive and soar higher with the full support of the Central Authorities. The theme of the Session is “The Development of Hong Kong in the Next Five Years”.

Government responds to testing arrangements for persons exempted from compulsory quarantine
March 19, 2021 - The Hong Kong Special Administrative Region Government noticed today about the media reports on Government’s move to update the “test-and-hold” arrangement at the Hong Kong International Airport (HKIA) for persons exempted from compulsory quarantine by revising their designated holding locations with effect from tomorrow (March 20).

Government announces list of third cycle designated quarantine hotels
March 19, 2021 - The Hong Kong Special Administrative Region Government announced today the list of designated quarantine hotels for the third cycle. A total of 30 hotels will provide about 8,300 rooms in the new cycle, with the contract period running from April 21 to June 19.

Scientific Committees under CHP publish consensus interim recommendations on the use of COVID-19 vaccines
March 18, 2021 - The Scientific Committee on Vaccine Preventable Diseases (SCVPD) and the Scientific Committee on Emerging and Zoonotic Diseases (SCEZD) under the Centre for Health Protection of the Department of Health (DH) (JSC) convened a meeting today, joined by the Chief Executive’s expert advisory panel (EAP), to provide recommendations on use of COVID-19 vaccination for those with previous COVID-19 infection and discuss the existing evidence on COVID-19 vaccine effectiveness against different variants.

Volume and Price Statistics of External Merchandise Trade in January 2021
March 18, 2021 - Further to the external merchandise trade statistics in value terms for January 2021 released earlier on, the Census and Statistics Department of the Hong Kong Special Administrative Region Government released today the volume and price statistics of external merchandise trade for that month.

March 17, 2021 - Hong Kong was ranked fourth in the Global Financial Centres Index (GFCI) 29 Report published today by the Z/Yen from the United Kingdom and the China Development Institute from Shenzhen. 

Government announces Hong Kong Roadmap on Popularization of Electric Vehicles
March 17, 2021 - The Hong Kong Special Administrative Region Government today (March 17) announced the Hong Kong Roadmap on Popularization of Electric Vehicles, setting out the long-term policy objectives and plans to promote the adoption of electric vehicles (EVs) and their associated supporting facilities in Hong Kong.

Hong Kong new film talents shine at Chicago’s Asian Pop-Up Cinema
March 17, 2021 - The Hong Kong Economic and Trade Office in New York (HKETONY) is collaborating with the Asian Pop-up Cinema (APUC) in Chicago to present five newly released Hong Kong movies in its spring season  film festival, running from March 15 to May 1.

HKSAR Government condemns US’ latest move under so-called “Hong Kong Autonomy Act”
March 17, 2021 - The Government of the Hong Kong Special Administrative Region (HKSAR) today condemned the latest move by the United States (US) Department of State under an update to the so-called “Hong Kong Autonomy Act”, which continued to put 24 officials of the People’s Republic of China (PRC) and the HKSAR Government on a sanctions list. 

Government extends social distancing measures under Prevention and Control of Disease Ordinance
March 17, 2021 - The Hong Kong Special Administrative Region Government will gazette the directions and specifications under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F), the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G) and the Prevention and Control of Disease (Wearing of Mask) Regulation (Cap. 599I) to maintain the social distancing measures currently in place, and strengthen infection control measures in catering business premises. The directions and specifications will take effect on March 18, 2021 for a period of 14 days till March 31, 2021 (Wednesday) (the specified period).

Unemployment rises to 7.2%
March 16, 2021 -
According to the latest labor force statistics (i.e. provisional figures for December 2020 - February 2021) released today (March 16) by the Census and Statistics Department (C&SD), the seasonally adjusted unemployment rate increased from 7% in November 2020 - January 2021 to 7.2% in December 2020 - February 2021. The underemployment rate also increased from 3.8% in November 2020 - January 2021 to 4% in December 2020 - February 2021.

Quarantine and isolation arrangement involving children
March 16, 2021 - Concerning the quarantine and isolation arrangement for families involving young children and with members identified as close contacts and/or confirmed cases, a Hong Kong Special Administrative Region Government spokesman explained today the policy and arrangement on these areas.

Vaccination priority groups to be expanded to cover people aged 30 or above
March 15, 2021 - The Hong Kong Special Administrative Region Government announced today that the priority groups under the COVID-19 Vaccination Programme will be expanded to cover people aged between 30 and 59, students aged 16 or above studying outside Hong Kong and domestic helpers.

Government maintains boarding restrictions for places with severe epidemic situation and compulsory quarantine arrangements
March 15, 2021 - The Hong Kong Special Administrative Region Government announced today that in view of the continued severe global epidemic situation of COVID-19, it will maintain the measure under the Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation (Cap. 599H) to restrict persons who have stayed in the extremely high-risk Group A specified places from boarding flights for Hong Kong, as well as the 21-day compulsory quarantine requirement under the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C), the Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E) and Cap. 599H for persons arriving at Hong Kong who have stayed in places outside China.

“iAM Smart” mobile registration teams and self-registration kiosks set up
March 13, 2021 - More than 110,000 users have registered for the one-stop personalizd digital services platform “iAM Smart” since its launch in late December last year. To promote the wider use of its services, the Office of the Government Chief Information Officer (OGCIO) has set up “iAM Smart” self-registration kiosks and mobile registration teams to help members of the public register as “AM Smart” users for a brand new online experience.

Trade and Industry Advisory Board briefed on contents relating to Hong Kong in National 14th Five-Year Plan
March 12, 2021 - Hong Kong’s Secretary for Commerce and Economic Development, Mr Edward Yau, briefed members of the Trade and Industry Advisory Board today on the contents relating to Hong Kong in the “Outline of the 14th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Long-Range Objectives Through the Year 2035” (the 14th Five-Year Plan) and the passage of the Decision on improving the electoral system of the Hong Kong Special Administrative Region (HKSAR) at the National People’s Congress (NPC). Members showed unanimous support for these two initiatives, which are timely, positive and important to the development of Hong Kong.

Hong Kong SAR Government welcomes National 14th Five-Year Plan
March 11, 2021 - The fourth session of the 13th National People’s Congress (NPC) approved the “Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035” (the 14th Five-Year Plan) today. A spokesman for the Government of the Hong Kong Special Administrative Region (HKSAR) said the Government greatly welcomed the contents relating to Hong Kong in the 14th Five-Year Plan and expressed gratitude for the Central Government's support for the future development of Hong Kong in various key areas.

Government expands scope of priority groups and opens more vaccination centers
March 8, 2021 - The COVID-19 Vaccination Programme has been running smoothly since its launch on February 26. Taking into account the supply of vaccines and the progress of the vaccination program, a Government spokesman today announced that the scope of the priority groups will be expanded in accordance with the proposed framework on priority of vaccinations by Joint Scientific Committees, to cover the following seven categories of people who have greater risk of exposure to the virus and risk of infection.

Second shipment of Comirnaty vaccine arrives in Hong Kong
March 7, 2021 - The second shipment of about 758,000 doses of the Comirnaty vaccine, jointly developed by Fosun Pharma and BioNTech, arrived in Hong Kong today. Together with the 585,000 doses delivered to Hong Kong in late February, a total of about 1,343,000 doses of the Comirnaty vaccine has arrived in Hong Kong.

Hong Kong and APEC signs economic legal pact
March 5, 2021 - Hong Kong’s Secretary for Justice, Ms Teresa Cheng, SC, signed a memorandum of understanding with the Executive Director of the Asia-Pacific Economic Cooperation (APEC) Secretariat, Dr Rebecca Fatima Sta Maria, to support the creation of the Strengthening Economic Legal Infrastructure (SELI) sub-fund at a virtual signing ceremony today.

Foreign currency reserves at US$495.9 billion
March 5, 2021 - The Hong Kong Monetary Authority (HKMA) announced today that the official foreign currency reserve assets of Hong Kong amounted to US$495.9 billion as at the end of February 2021, compared with US$493.2 billion at end-January 2021.

Latest arrangements of vaccination program
March 1, 2021 - Under the COVID-19 Vaccination Programme officially launched on February 26, members of the public in the five priority groups, starting from today (March 1), can make online booking for receiving the Sinovac vaccine at the eight Community Vaccination Centres (CVCs) and the 18 general out-patient clinics of the Hospital Authority (HA) for the period until March 28. (List of the eight CVCs at Annex 1)
